태풍 신호, 쉽게 풀이

PAGASA raises a Tropical Cyclone Wind Signal for the areas in a storm's path, Metro Manila included when one tracks near. This is what each number means for your day.

신호 1
36시간 내 풍속 39–61km/h.Classes often suspended for preschool and kindergarten. Jeepneys and trains keep running. Expect heavier traffic and the power to flicker. Watch for the rain that comes with the wind — that is what floods the metro, not the wind itself.

24시간 내 풍속 62–88km/h.Classes suspended up to high school, often college too. Many offices shift to work-from-home. Expect flooding on the usual low roads, disrupted commutes, and brownouts becoming likely rather than possible.
신호 3
18시간 내 풍속 89–117km/h.All classes and most government work suspended, many private offices too. Stay off the road — flooding and stalled vehicles gridlock the metro. Power will go, and it may be out for a day or more afterwards.
신호 4와 5
풍속 118km/h 이상.Serious, and rare for the metro but it happens. Evacuate if you are told to, especially in low-lying and riverside barangays along the Marikina River and in the northern coastal cities. Do not wait to be told twice.

The real danger in Metro Manila is water, not wind. The metro is flat, low, and paved, so heavy rain has nowhere to go. A storm that barely moves the trees can still put whole districts under water. Read the signal as a warning about rain and flooding, not just wind.

Metro Manila has a clear wet and dry season, unlike the southern islands. The dry months are mostly comfortable; the wet months bring the flooding the city is known for.

December to February
The cool dry season.The most pleasant time of year — cooler, breezier, low rain. The northeast wind (amihan) keeps mornings mild.
March to May
The hot dry season.The build-up to summer. April and May are punishing — high heat and humidity, little rain. This is peak air-con season.
6월에서 11월
The wet season, and typhoon season.Rain arrives as heavy afternoon and evening downpours, and typhoons can pass through or nearby. This is when the metro floods. The peak risk window is July to October.
하바갓, 대략 6월에서 9월
남서 몬순.The metro's main flood driver. A habagat surge — often pulled in by a distant typhoon — can dump days of rain on the city and submerge low areas even with no storm directly overhead.

Flooding in the metro is about how flat and paved it is, plus the rivers and the tide. Some spots go under within minutes of a hard downpour, and stay flooded long after the rain stops.

Getting around in bad weather

태풍이 오기 전, 이 순서로: cash out, charge up, fill water. Then two days of food. Move the car to higher ground if you are in a flood area, and tell someone where you are. Everything else can wait.
