The real danger in Metro Manila is water, not wind. The metro is flat, low, and paved, so heavy rain has nowhere to go. A storm that barely moves the trees can still put whole districts under water. Read the signal as a warning about rain and flooding, not just wind.

Getting around in bad weather
- The trains are your best bet. LRT and MRT keep running through most rain when the roads are gridlocked or flooded — though they crowd hard and can suspend at the highest signals.
- Grab and taxis surge and vanish the moment heavy rain starts. Book early, or you will not get a car.
- Avoid the known flood roads. A flooded underpass or low street can strand you for hours; the long way round on higher ground is faster.
- For NAIA, leave far earlier than usual in the wet season. Flights are cancelled late, but flooded roads to the airport are the more common problem.
